AMASYA MUNICIPALITY 11th INTERNATIONAL CARTOON COMPETITION OFFICIAL REGULATIONS
SECTION ONE
THEME: “DRAW AMASYA – INTERPRET”
Throughout history, Amasya — a meeting point of diverse cultures — has continued to inspire artists with its beauty rising along the banks of the Yeşilırmak River, its streets bearing the traces of ancient civilizations, and its deeply rooted human stories. The “Draw Amasya – Interpret” competition aims to reinterpret the city’s historical, cultural, and natural richness through the universal language of caricature.
The competition invites cartoonists to express the spirit of Amasya by depicting:
its historical texture,
its traditional houses,
the heritage of the “City of Princes,”
the life brought to the city by the Yeşilırmak River,
its natural beauty,
the warmth and humor of its people.
Artists may draw inspiration from Amasya’s past, reflect today’s urban life with a humorous approach, or imagine future interpretations of the city.
The objective is to highlight Amasya’s cultural identity through humor, aesthetics, and creative expression, making the city more visible while presenting it to the world through the international language of caricature art.
SUBMISSION DEADLINE:
The deadline for submission is Tuesday, May 5, 2026, by the end of business hours.
ELIGIBILITY REQUIREMENTS
1. The competition is open to all amateur and professional cartoonists, both national and international.
2. Caricatures that violate general moral principles, contain insults, harmful expressions, or political propaganda will be disqualified.
3. Each artist may submit a maximum of three (3) works.
4. Participation is free of charge.
5. Submitted works must not have received awards in any previous competition.
6. The technique is free (color/black-white, digital/hand-drawn, etc.).
7. Members of the Selection Committee and their first-degree relatives may not
participate.
SECTION TWO
REQUIREMENTS FOR SUBMITTED WORKS
Any drawing technique is allowed.
Works produced using artificial intelligence will be strictly disqualified.
If discovered later—even after an award—the award will be revoked.
Artists must submit their works in:
A4 (21 x 29.7 cm) or A3 (29.7 x 42 cm)
300 dpi resolution
maximum 5 MB
JPG format
Works must not have received awards in any national or international competition.
Works deemed identical or similar to another artist’s work will not be evaluated; all
responsibility for disputes (plagiarism claims, similarity, etc.) belongs to the participant.
Cartoons Turkiye (Pencere Mizah)
Participants must send:
1. The completed Identification Form (Appendix-1)
2. The Short Biography Form (Appendix-2)
together with their caricatures, in JPG format, to the designated email address.
SECTION THREE
SUBMISSION OF ARTWORKS
AI-generated works are strictly prohibited.
Participants under 18 must attach a scanned copy of their national ID in JPG format.
Works must be submitted only to the email address specified by the Municipality.

AWARDS
First Prize: 40,000 TRY
Second Prize: 35,000 TRY
Third Prize: 30,000 TRY
Honorable Mention (3 awards): 15,000 TRY
Honorable Mention (Ages 15–18, 3 awards): 10,000 TRY
Honorable Mention (Ages 09–14, 3 awards): 7,500 TRY
Six honorable mentions will be awarded as Encouragement Prizes for young artists under 18.

SECTION FOUR
FINAL PROVISIONS
1. Selection Committee members will receive a fee of 15,000 TL, including
transportation. (This does not apply to the Deputy Mayor serving as the municipal
representative.)
2. Works deemed suitable by the jury will be exhibited at a date and place determined by
Amasya Municipality.
3. Transportation (bus), accommodation, and hospitality expenses of participants coming from abroad and receiving an award will be covered by Amasya Municipality.
Transportation expenses will be covered from the point of entry into Türkiye to
Amasya. (Expenses of any guests accompanying the participant shall be borne by the participant.) Participants who receive an award but are unable to attend the ceremony will have their awards sent to their registered address.
4. Transportation (bus), accommodation, and hospitality expenses of award-winning participants residing within Türkiye will be covered by Amasya Municipality.

5. If an award-winning participant cannot attend the ceremony, the award will be mailed to their address.
6. Monetary awards will be transferred to the IBAN provided by the participant.
If the IBAN is not provided within one year, the award amount will expire, and no
claims may be made thereafter.
7. For participants under 18, only the contestant’s transportation, accommodation, and hospitality expenses will be covered.
a. Parents’ or guardians’ expenses will not be covered.
8. Round-trip transportation will be calculated based on official bus fare rates.
9. Whether awarded or not, Amasya Municipality retains usage rights to all submitted works.
10. Works will not be returned. Awarded or non-awarded works may be used or published by the Municipality for cultural purposes.
11. For awarded or exhibited works, economic rights under Articles 21–25 of Law No. 5846 shall belong jointly and indefinitely to the artist and Amasya Municipality.
Works may be used in Turkey or abroad, in any language or medium, provided the
artist’s name is stated.

Submitting a work constitutes acceptance of all rules.
12. In the event of any discrepancy between the English and Turkish versions of the regulations, the conditions stated in the Turkish version shall prevail.
